Comelec said in the resolution that only verified accounts, websites, blogs and / or social media pages can run election ads and boost or promote election publications.

Comelec said in the resolution that every registered political party as well as every candidate must register with Comelec under the Department of Education and Information (EID) website name and website address. all official verified platform accounts, websites, blogs and / or other social networks. media pages for that political party or candidate within 30 days of the last day of the COC filing period.

Websites that complete the verification process after said period and other social media accounts established after said period must be registered with Comelec-EID within five days of its verification or registration.

He also stated that any other unregistered website, blog or social network page, but taken as a whole, has as its primary purpose the support of a candidate, whether or not it is directly maintained or administered by the candidate or his or her. official campaign representatives, will be considered additional official websites, blogs or social media pages of said candidate. Only verified accounts, websites, blogs and / or social media pages can run election ads and stimulate or promote election publications, the resolution says.

Comelec added that microtargeting of election advertising will not be allowed provided that election advertising can be targeted using only the following criteria: geographic location, except the radius around a specific location; age; and gender; provided further that contextual targeting options can also be used in combination with said criteria.

Live broadcast

Under the resolution, Comelec, through EID, will provide a platform for free live streaming of electronic gatherings of national candidates. Said live broadcasts of the e-rally will be published on the official COMELEC social media pages.

“During each livestream, the candidate will be allowed to see the comments live on their livestream. The candidate may or may not respond to live comments, ”the resolution reads.

Airtime for the electronic rally is allocated to each candidate for President, Vice-President and Senate, as well as each party list organization.

Comelec said the live broadcast of the electronic gatherings will take place every evening, starting February 8, 2022, on its official social media channels.

At the start of the election period, the EID will publish a schedule of e-rally slots, the resolution says. He added that there will be three presidential and three 10-minute vice-presidential slots each evening. In addition, there will be five three-minute Senate slots; and 10 PL slots of 3 minutes, per night. The election period will be from January 9, 2022 to June 8, 2022.

He further stated that “the slots will be allocated at random, based on the results of the televised slot draw. The raffle will take place on January 8, 2022.

In the announcement made by Comelec in resolution n ° 10695 of February 10, 2021, the campaign period for the 2022 elections is as follows: from February 8 to May 7, 2022 will be for the presidential, vice-presidential and senatorial candidates and party-list groups participating in the list representation system. From March 25 to May 7, 2022 will be reserved for members of the House of Representatives and regional, provincial, municipal and municipal elected officials.

Meanwhile, the resolution also said that national television and radio networks will sponsor at least three national debates between presidential candidates and at least one national debate among vice-presidential candidates.

The debates between the presidential candidates are scheduled on three different calendar days. The first debate will take place during the first and second week of the campaign period for the national position. The second debate will take place in the fifth and sixth weeks of the campaign period for the national position. The third debate will take place during the tenth and eleventh week of the campaign period for the national position.

The resolution further stated that the sponsoring television or radio network may sell airtime for advertisements and advertisements to interested advertisers and sponsors and that Comelec will promulgate rules and regulations for the holding of such debates.
